Levan Otarishvili
Director of Next Hospitality LLC
Levan Otarishvili signs as "Director of 'Next Hospitality' LLC" and writes from a Next Hospitality address. He is the most senior person at Next to have written to me, and he has written once.
Before the letter. He was copied on the forwarding of my request of July 4, 2026, on the lawyer's reply of July 7, which confirmed that nothing is registered against my titles, and on the after-sales referral of July 8. He was copied on my demand of August 11 for the removal of the access-control system, which set out the two unsigned contracts, their dates, the waiver, and the fourteen-day period.
The letter. He answered on August 17. The elevators are "shared infrastructure", he wrote, and the rules for their use "are determined by the rules applicable within the building"; he named no rule, no decision and no meeting by which one was adopted (details). The access-control system "is implemented for security purposes, in order to limit the uncontrolled movement of unauthorized persons within the building". Next's own announcement of September 30, 2025, had presented it as the consequence of unpaid debts, avoidable by paying them, and a manager has enforced debts explicitly; the dossier treats Levan's sentence as the concealment of a purpose Next had stated in three languages. "Access chips have been and continue to be provided to apartment owners free of charge": mine were conditioned on me waiving my claims until October 21, and they would be inactive chips unless I pay debts Next alleges. Saba Tsiskaradze's request for a signature "was related to confirming the receipt of the access chip/chips": it was for two contracts, and Saba's own messages say so. "Neither the company nor I confirm that any coercion took place", and "any legal dispute shall be addressed in accordance with the procedure established by law before the relevant authorities". He invited the particulars of the reception incident, adding that he had given me his business card and telephone number, and closed with the company's readiness "to continue discussing the matter in a professional and constructive manner".
What followed. The next day I replied point by point: the Law on Homeowners' Associations, the announcement of September 30, 2025, the incident of July 4 he had asked about, Saba's messages quoted, and a question: would a representative of mine be issued chips, free of charge, without the waiver? On August 20 I noted that I have no recollection of meeting him or of receiving a card. On August 26 the period expired. He has not written since.
His letter is the reason the Summary says Next closed negotiations.
