Subject:Request for answers

Levan Otarishvili,

I write to you at the request of Saba Tsiskaradze (correspondence linked to below).

I am asking that you:

  1. State whether the elevator access control system's purpose is debt collection, and explain why, considering the evidence below.
  2. Identify the basis of the debt you are charging me, concretely, in contract or law.
  3. Verify my legal analyses of Next's conduct against the Criminal Code (below), state where you disagree and back it up with reasoning and evidence.
  4. Explain what changed and why Next dropped the requirement to sign the Act of Handover.
  5. Decide: will you stop conditioning my access to property I co-own, yes or no?
  6. Decide: will you remove the access control system, yes or no?

As before, you have 14 days to respond. If you don't, your silence will be considered a refusal to answer and to dispute my position on those facts:

  1. The system's purpose is debt collection.
  2. There is no basis for the debt.
  3. The analyses hold up as they are.
  4. Next dropped the Act because they realized how damning the document is on its face.
  5. You will continue to infringe upon my property rights.
  6. You will not remove the access control system.

Previously, you said that the system is implemented for "security purposes", invited details of a health-related incident only to ignore them, invited me to a "constructive discussion", which I started and which you, let's be frank, never meant to continue.

With my home obstructed for almost four months and my correspondence ignored, I decided to write and try to expose the conduct of Next. Here it is, in four languages:

https://next-dossier.ar.io/

Please note there is still a technical issue with the dossier being investigated, and some pages might require reloading so the latest content is served.

Next's crimes are documented here:

https://next-dossier.ar.io/en/page/crimes.html

Evidence of the system being used for debt collection is here:

https://next-dossier.ar.io/en/whatsapp/official-owners-chat.html#rfid-threat-en
https://next-dossier.ar.io/en/whatsapp/saba-coercion.html#debt-enforcement

That second link is where the recent conversation with Saba started.

Of all the pages in this dossier, the most important one is arguably the one talking about morality, and it should definitely be read by Saba, Gvantsa and the young man that works at the reception and did not want to let me up while I was sick. They should read it not because it chastises them, but to learn what you are doing to them, in their souls.

I copy one important passage in this email, although I recommend reading at the source for the hyperlinks to the evidence.

> 1. Refusal of a representative
>
> On October 21, 2026, Next refused me receiving elevator chips via a
> representative, a request I made to Levan Otarishvili, the director of
> Next Hospitality, directly on August 18.
>
> Reversed. Levan Otarishvili only wrote to me once, in deflective,
> insincere and evasive language. The dirty verbal work he leaves to his
> staff, such as enforcing baseless debts, demanding a signature on a
> waiver of claims, employing sophistry and making a sick man plead at
> the reception.
>
> Why this matters. The people who did this to me, Saba Tsiskaradze,
> Gvantsa Lomadze and a man whose name I do not know, are younger than
> me, and probably much younger than Levan. In one conversation, Saba
> demonstrated some decency, including saying he was "truly sorry". I
> would like to believe these young people have a conscience, which
> unfortunately means they will gravely regret their actions once they
> mature. To me, it is beyond morally disgusting for a grown man to
> collect debts whose basis he cannot name by submitting young people to
> such soul-soiling experiences.
>
> Conclusion. Based on the above, I have decided to share an opinion I
> have kept in private, that Levan Otarishvili is a coward. I have also
> decided to reconsider my comment to Saba and reach out to Levan and to
> Next one more time, directly including content from this page in the
> email. For the benefit of the junior staff of Next, the conversation
> needs to be direct, with Levan, if he is man enough not to hide behind
> them.

So, with that considered, I made you a challenge, also in the dossier, and also quoted here, and from where most of my requests come:

> Levan Otarishvili, If you are man enough to stop hiding behind your
> juniors, write to me a reply to my legal analyses of Next's criminal
> conduct and state the basis for this debt that your junior charged me
> and enforces. Let's speak man to man instead of through youngsters who
> I doubt ever wanted to grow up to do the kind of dirty work you are
> having them do.

I offer you to continue the constructive and professional conversation that I started in the email below, truly so, if you will actually behave in that manner.
